How Water Got In Decides Who Pays in Hollywood

The City of Hollywood reminds owners that a homeowners policy does not cover flood. Under the federal flood policy, flood includes tidal overflow and rapid runoff of surface water across two or more acres or properties, and a drain backup is excluded unless a flood in the area caused it.

Hollywood has recorded both kinds of flood. In ZIP codes 33019, 33020 and 33021, FEMA counts 537 flood claims from the April 2023 rain and 158 from June 2024, and NOAA has logged high tides over Ocean Drive and seawater over the Hollywood Beach Broadwalk.

We document where the water entered, match it to the flood policy or the homeowners policy, and keep both claims on their own deadlines. Our flood and water damage claims page covers each.

FEMA's map revision added over 11,000 Hollywood properties to the Special Flood Hazard Area, the City says.

The Rules Behind a Hollywood Flood or Storm Claim

A flood claim follows the federal policy; a wind or roof claim follows Florida law. The state page has the rest.

Flood claims: the federal policy's two deadlines44 CFR Part 61
The Standard Flood Insurance Policy asks for a signed, sworn proof of loss within 60 days after the loss. If the flood insurer denies all or part of the claim in writing, a lawsuit must start within one year of that denial, in federal district court. Its Increased Cost of Compliance coverage, on a policy with building coverage, pays up to $30,000 toward meeting a floodplain rule after flood damage.
Homeowners claims: Florida's notice and payment clocks627.70132
For a rain or other weather event, Florida dates the loss to the day NOAA verifies the event. Notice of a homeowners claim is due within 1 year of that date, and a supplemental claim within 18 months. Once notice is in, the insurer has 60 days to pay or deny under Fla. Stat. 627.70131.

Hollywood Areas We Serve, From the Broadwalk to the Turnpike

Tides reach Hollywood Beach and the Intracoastal, and heavy rain floods streets across the city. NOAA and City records show where.

Hollywood Beach, the Broadwalk and the Intracoastal

Tidal flooding and surge

NOAA records several inches of tidal flooding on Buchanan Street reaching State Road A1A in November 2016, high-tide flooding along Ocean Drive on the Intracoastal in October 2019, and water overtopping the Hollywood Marina seawall in October 2020. In November 2023, coastal surge spread seawater and sand over the Broadwalk and into businesses, and an April 2023 waterspout came ashore near Hayes Street and N. Surf Road.

Rain and high-tide flooding

In December 2019, rain flooded Hollywood Blvd east of I-95 and water entered homes. July 2023 rain rose into homes along 16th Avenue south of Hollywood Boulevard, and in June 2024 NOAA noted water marks up to 3 feet along Moffett Street on the Hallandale Beach border. High tides have flooded Southlake Drive at S. 9th Avenue (king tides, 2017) and S. 7th Avenue (2019), and the City says Hollywood's floodplains lie especially east of US1.

Wind, hail, a tornado and lightning

City emergency management reported quarter-sized hail and trees down in the Hollywood Hills area in June 2023. A September 2022 tornado started on Jefferson Street and crossed Florida's Turnpike near Stirling Road, and 2016 winds dropped trees onto a home on 31st Court. Lightning started a house fire on Tyler Street in 2024 and split a tree onto a Hope Street roof in 2023.

Hollywood Claim Options: Public Adjuster, Attorney or Self-Filed

A Hollywood water loss can mean a flood policy, a homeowners policy or both, each with its own paperwork and deadlines.

Insurance Attorney

When the claim goes to court
  • Brings coverage suits, including federal court suits over a denied flood claim.
  • A flood insurance suit must be filed within one year of the written denial.

Self-Filed

A single, simple loss
  • Suits one policy, one cause and a small repair list.
  • Harder when water came from outside: the April 2023 rain alone produced 537 flood claims in Hollywood's three core ZIP codes.

Hollywood Claims We Work

Every card is drawn from NOAA, FEMA or City of Hollywood records.

Storm

Rain Flooding

NOAA recorded as much as 14.85 inches of rain in Hollywood over June 3 and 4, 2022, and 10 to 15 more inches in June 2024 that left water marks up to 3 feet on Moffett Street. Read about flood and water damage claims.

Storm

Tidal Flooding and Surge

Flood insurance counts tidal overflow across two or more acres or properties as flood. NOAA has logged high tides over Ocean Drive, the Hollywood Marina seawall and Southlake Drive, and 2023 surge over the Broadwalk.

Regional

Hurricane Irma

FEMA holds 35,483 Irma assistance registrations naming Hollywood. Of the 213 Irma flood claims in the three core ZIP codes, 150 came from 33019. More on hurricane claims.

Regional

Tornadoes and Waterspouts

A 2022 tornado crossed Hollywood from Jefferson Street to the Turnpike, and a 2023 waterspout came ashore on Hollywood Beach. See wind and tornado claims.

Specialty

Lightning and Fire

NOAA records a 2024 lightning strike on a Tyler Street transformer that set a home on fire, and a 2023 strike that dropped a tree through a Hope Street roof. See fire and smoke claims.

Specialty

New Flood Zones and the 50% Rule

The City says over 11,000 properties joined the Special Flood Hazard Area, and it ties the higher elevation standard to renovations over 50% of a building's value. If flood damage triggers that rule, the flood policy's compliance coverage pays up to $30,000.

Common

Drain Backup During a Flood

The federal flood policy excludes a sewer or drain backup unless a flood in the area caused it, so the flood around the property has to be documented along with the water inside.

How We Build a Hollywood Claim

The order matters because the two policies run on different clocks.

1

Date the event

Florida dates a rain or wind loss to the day NOAA verifies the event, and that date starts the 1-year homeowners notice period.

2

Split flood from wind

Water from tides or runoff goes to the flood policy; rain driven through a damaged roof goes to the homeowners policy.

3

Meet the 60-day proof of loss

The federal flood policy wants a sworn proof of loss within 60 days, so the flood estimate comes first.

4

Hold the insurer to 60 days

For the homeowners claim, we count 60 days from notice, the deadline Fla. Stat. 627.70131 sets for the insurer's decision to pay or deny.

Hollywood FL Public Adjuster FAQ: Flooding, Tides and Storms

How many flood insurance claims did Hollywood file after the April 2023 flood?
FEMA assigns 537 flood insurance claims to the April 2023 flooding in ZIP codes 33019, 33020 and 33021, and 70 closed with no building payment. FEMA also holds 2,167 assistance registrations listing Hollywood for that disaster, and 1,849 of those registrants reported no flood insurance.
Does flood insurance cover a sewer backup in Hollywood?
Only when a flood caused it. The Standard Flood Insurance Policy excludes water that backs up through sewers or drains unless there is a flood in the area and that flood is the proximate cause of the backup. In Hollywood that means documenting the street flooding too, such as the water marks up to 3 feet NOAA noted on Moffett Street in June 2024.
Why does Hollywood flood during king tides?
The City of Hollywood points to its shorelines and waterways, flat topography and shallow water table. NOAA has recorded high-tide flooding along Ocean Drive on the Intracoastal, on Buchanan Street and near Southlake Drive.
Was the June 2024 Hollywood flood a federal disaster?
No. FEMA's declarations data lists no Broward County disaster for June 2024, even though FEMA counts 158 flood insurance claims from that event in Hollywood's three core ZIP codes and NOAA noted water marks up to 3 feet on Moffett Street.
How many Hollywood properties are in the flood zone now?
The City of Hollywood says FEMA's map revision added over 11,000 Hollywood properties to the Special Flood Hazard Area and released 2,115 from the flood insurance mandate, and that its floodplains lie especially east of US1.
How long do I have to file a flood insurance proof of loss?
The Standard Flood Insurance Policy asks for a signed, sworn proof of loss within 60 days after the loss. A lawsuit over a denial must start within one year of the written denial, in federal district court.
What does a Hollywood public adjuster charge?
No upfront fee. On residential property and condo unit owner policies, Fla. Stat. 626.854 holds the fee to ten percent of payments on a claim filed within a year of the Governor's emergency declaration that covers it, and to twenty percent for other claims.
How many FEMA registrations listed Hollywood after Hurricane Irma?
FEMA holds 35,483 valid Irma registrations listing Hollywood, and 1,170 required repairs to be habitable. FEMA assigns 213 Irma flood insurance claims to ZIP codes 33019, 33020 and 33021, 150 of them in 33019.

Hollywood Flood or Storm Claim Came Up Short? Start Here

Check three records first on a short Hollywood water claim: the denial reason, the backup clause and the elevation rule.

1

Read the stated reason

Of the 79 Irma flood claims in Hollywood's core ZIP codes with no building payment, 31 carry FEMA's code 06, not actual flood, so the written reason comes first.

2

Check the backup clause

If a drain backed up while the street was flooded, the federal policy's backup exclusion does not apply when that flood was the cause, which the denial may have missed.

3

Ask about compliance costs

When the City's elevation rule applies to a flood-damaged building, the flood policy's Increased Cost of Compliance coverage can add up to $30,000.

Send the denial and both declarations pages, flood and homeowners, and we'll show you which record to start with. Book a free claim review.

FEMA Aid After a Hollywood Flood Is Not Flood Insurance

After the April 2023 flooding, FEMA recorded 2,167 assistance registrations listing Hollywood, and 1,849 of those registrants reported no flood insurance. FEMA lists no disaster declaration for Broward for the June 2024 flooding at all.

Insurance claims need their own notice to each insurer. Our hurricane claims page explains that step.
