The Report Your Association Filed Is Now Your Insurer's Exhibit

Two inspection programs run over the same buildings here. The City of Hallandale Beach says buildings and structures 25 years of age or older, measured from the certificate of occupancy, must be inspected as the Building Official determines and then every ten years, with one- and two-family dwellings and anything under 3,500 square feet left out; the Broward County Board of Rules and Appeals issues each jurisdiction's list by June, and between June and August the building official sends the owner or association a certified letter with a return receipt. Separately, Fla. Stat. 553.899 requires a milestone inspection of any condominium or cooperative building three habitable stories or more at 30 years, or at 25 where the local enforcement agency finds that conditions such as proximity to salt water call for it.

Both produce paper. The county's inspection report identifies deficiencies, which the city says will necessitate a repair permit. A structural integrity reserve study under Fla. Stat. 718.112 goes further and puts a number on the remaining useful life of the roof, the waterproofing, the windows and the exterior doors. None of that was written with an insurance claim in mind, and all of it is discoverable.

So the argument on a Hallandale Beach claim is rarely whether weather happened. It is whether the damage belongs to the storm or to a deficiency already on file. That is answered with dated weather records, photographs taken before and after, a repair estimate built at today's prices, and a careful reading of what those inspection documents actually say. Florida's claim deadlines and fee rules sit on our Florida page.

Fla. Stat. 553.899 says the purpose of a milestone inspection is not to determine whether a building complies with the Florida Building Code. Phase one is a visual examination and a qualitative assessment.

Two Florida Statutes That Shape a Condominium Claim Here

Neither one is about insurance, and that is the point: both create documents an insurer will read.

The milestone inspection, and what it is not553.899
A condominium or cooperative building three habitable stories or more needs a milestone inspection by December 31 of the year it turns 30, and every 10 years after; the local enforcement agency may move that to 25 years for conditions such as proximity to salt water. What the statute says next matters more to a claim: the purpose of the inspection is not to determine Florida Building Code compliance, phase one is a visual examination and a qualitative assessment, and substantial structural deterioration does not include surface imperfections such as cracks, sagging, misalignment or signs of leakage unless the engineer says they signal deterioration.
The reserve study puts a number on your roof718.112
A residential condominium association must complete a structural integrity reserve study at least every 10 years for each building three habitable stories or higher, covering the roof, the structure, fireproofing, plumbing, electrical, waterproofing and exterior painting, and windows and exterior doors, plus anything with a deferred cost above $25,000, or above the higher inflation-adjusted figure the state sets. It is based on a visual inspection, and it must state the estimated remaining useful life and replacement cost of every item. That figure is written by your own consultant, and it is the first thing an adjuster depreciating a storm-damaged roof will quote back to you.

Where Hallandale Beach Claims Come From: Three Islands to Gulfstream

Every area below is tied to a dated weather entry or a count from Broward's tax roll.

The Beach, Three Islands and Golden Isles

The tower blocks

This is the association side of the city: the tax roll lists 149 properties on Atlantic Shores Boulevard, 109 on Diplomat Parkway and 53 on Golden Isles Drive. Buildings of three habitable stories or more in this part of town are the ones the milestone inspection and the reserve study both reach.

Hallandale Beach Boulevard and US 1

Street flooding and rain damage

On October 11, 2019 a National Weather Service employee photographed flooding along Hallandale Beach Boulevard with a few inches of standing water on the roadway, and more on NE 12 Avenue. On September 3, 2024, after two to three inches of rain, a duplex near Northeast 10th Avenue and Second Street lost part of its roof. Hail up to dime size fell at the Boulevard and US 1 in March 2016.

The 2024 flood ground

Gulfstream Park went under water in the December 2019 storm that dropped 8 to 12 inches of rain. On June 11, 2024 four to six inches fell in six hours across Hallandale Beach and Hollywood, and NOAA records $3.20 million in property damage for the flash flood that followed on June 12. Pembroke Road flooded again in October 2025.

Running a Hallandale Beach Claim: Our File, a Lawyer, or the Board Alone

On association property the question is not only what the storm did. It is who owns the loss, and what the building's own paperwork already says about it.

Attorney

When the clock or the conduct is the issue
  • Needed when a Florida claim deadline is close, or when how the carrier behaved matters more than what it owes.
  • More expensive than a disagreement over depreciation figures calls for.

The Board Alone

A small, single-building loss
  • Workable when one dated event caused one obvious loss and the association's own records already separate it from deferred maintenance.
  • Harder once the carrier has the reserve study, because then the argument is about a number your own consultant wrote.

How Florida law frames the options

The Claims Hallandale Beach Actually Brings

Every card rests on the county tax roll, on FEMA's records for ZIP code 33009, or on a dated NOAA entry.

Property

Association building claims

In ZIP code 33009 FEMA's flood records hold 246 claims written on residential buildings with more than four units and 66 written by condominium associations insuring a building. Where the association's policy stops is set by the declaration of condominium, not by statute, so that document is where a scope dispute starts.

Property

Unit owner claims and assessments

FEMA holds another 24 claims in the same ZIP code written on a single residential unit inside a multi-unit building. If the association assesses owners after a covered loss, whether your own policy answers depends on its loss assessment limit, which is on your declarations page.

Water

Flood at ground level and in garages

2,035 flood claims sit in ZIP code 33009, and 151 of them closed under FEMA's non-payment code 06, which its data dictionary defines as not actual flood. That code is where ground-floor water arguments end up, and the three water coverages are pulled apart on our water and flood claims page.

Storm

Roofs and waterproofing after a storm

This is where the reserve study bites: it already states a remaining useful life for the roof, the waterproofing and the exterior paint. We document the storm's share of the damage separately, which is the work described on our wind and tornado claims page.

Storm

Named storms and wind-driven rain

FEMA's records for ZIP code 33009 hold 55 flood claims from Hurricane Wilma and 45 from Hurricane Irma, and 116 from the April 2023 Florida flooding. Interior water on an upper floor turns on whether wind made an opening, a different question from flood. Our hurricane damage claims page covers named storms.

How We Run a Hallandale Beach Claim

The building's file first, then the weather record, then the scope.

1

Pull the inspection file

The milestone report and its phase, the structural integrity reserve study, and the county's certified-mail inspection notice. We want to know what the carrier will find before it finds it.

2

Date the loss

Hallandale Beach has its own NOAA entries, from the October 2019 flooding on Hallandale Beach Boulevard to the four to six inches that fell in six hours on June 11, 2024. The right date decides which policy and which deadline apply.

3

Split association from unit

The declaration of condominium, not the statute, draws that line. We scope both sides so an assessment is not a surprise later.

4

Answer the remaining-useful-life line

Item by item, with photographs and a scope priced at today's restoration cost, against the figures the reserve study already put in writing.

Hallandale Beach Public Adjuster FAQ: Condos, Inspections and Flood

How old does a Hallandale Beach building have to be before the county inspects it?
The City of Hallandale Beach says all buildings and structures 25 years of age or older, based on the date the certificate of occupancy was issued, must be inspected as determined by the Building Official, and then every ten years. The Broward County Board of Rules and Appeals gives each jurisdiction its list of due buildings by June, and the building official notifies the owner or association by certified mail, return receipt requested, between June and August. One- and two-family dwellings and buildings under 3,500 square feet are outside the program.
My insurer says the milestone inspection proves the damage predates the storm. Does it?
Read what the statute says the inspection is. Fla. Stat. 553.899 states that the purpose of a milestone inspection is not to determine whether the building complies with the Florida Building Code or the firesafety code, and phase one is a visual examination producing a qualitative assessment. The same section says substantial structural deterioration does not include surface imperfections such as cracks, sagging, misalignment or signs of leakage unless the engineer performing the inspection determines they are a sign of deterioration. A phase one report is therefore weak evidence about the cause of a specific loss, and saying so in writing is part of the claim.
What is a structural integrity reserve study, and why does my carrier want a copy?
Fla. Stat. 718.112 requires a residential condominium association to complete one at least every 10 years for each building three habitable stories or higher, covering the roof, the structure, fireproofing, plumbing, electrical, waterproofing and exterior painting, and windows and exterior doors. It is based on a visual inspection, and it must state the estimated remaining useful life and replacement cost of every item inspected. That remaining-useful-life figure is exactly what an adjuster reaches for when depreciating a storm-damaged roof, which is why the study belongs in your claim file before it turns up in theirs.
The association is assessing me after a covered loss. Is that on my policy?
It depends on two documents, and neither is a statute. Your declaration of condominium sets what the association insures and what you do; your own unit policy may carry loss assessment coverage, with its own limit, on the declarations page. Both are worth reading before an assessment lands. In ZIP code 33009 FEMA's flood records hold 66 claims written by condominium associations on a building and 24 written on a single unit inside a multi-unit building, so both sides of that line get used here.
How often does Hallandale Beach actually flood?
FEMA's flood insurance records hold 2,035 claims in ZIP code 33009 across the program's history, 1,299 of them paid on the building. The June 2024 rain alone produced 255, and on June 11, 2024 parts of Hallandale Beach and Hollywood took four to six inches in six hours. Street flooding is on the record repeatedly: Hallandale Beach Boulevard and NE 12 Avenue in October 2019, Gulfstream Park under water that December, Pembroke Road in October 2025.
What is the fee for a public adjuster here?
Nothing upfront. The fee is a percentage of the recovery, fixed in the signed agreement before the file is opened. Florida caps public adjuster compensation on residential property and condominium unit owner policies, and the caps and the deadlines that go with them are set out on our Florida page. For a building among the 2,053 Hallandale Beach properties finished in 2001 or earlier, the question worth answering first is whether a documented scope clears the carrier's opening figure by more than the fee costs.

Denied or Underpaid in Hallandale Beach? Three Checks

On an association claim, three documents usually decide it.

1

Which report is being quoted, and which phase

A phase one milestone inspection is a visual, qualitative assessment, and Fla. Stat. 553.899 says its purpose is not to judge code compliance. A phase two inspection, with testing, is a different document entirely.

2

What the declaration assigns to the association

Windows, doors, balconies and roof membranes are divided differently from one declaration to the next, and that division decides whose policy answers.

3

Which dated event the file names

FEMA logged 255 flood claims in ZIP code 33009 from the June 2024 rain alone. If the letter names the wrong event, or names none, that is an opening.

Send three things: the denial, your declarations page, and whichever inspection report the carrier is citing. We will tell you which one is doing the damage. Start with a free claim review.

Flood Coverage Is Separate, and the City Says So

The City of Hallandale Beach tells property owners that most standard insurance policies do not cover flood damage, and that an NFIP policy may include up to $250,000 for structures and up to $100,000 for contents.

That ceiling matters in a city of towers: a building loss can run past it while unit interiors and contents sit under a different policy again. Which coverage answers which kind of water is laid out on our water and flood claims page.

Talk Through a Hallandale Beach Claim

No upfront fee. Send the date of the storm, the inspection report your building filed and whatever the carrier has put in writing, and we will tell you where the claim stands.
