In Tallahassee, the Deductible Depends on What Kind of Wind It Was
Florida law draws a hard line between hurricane wind and every other wind. Hurricane coverage runs from the moment a hurricane warning goes up anywhere in Florida until 72 hours after the last watch or warning ends. The May 10, 2024 tornadoes came from a squall line with no hurricane involved, so a hurricane deductible had no place on those claims.
Debby and Helene were different. The hurricane center issued a hurricane warning for each in 2024, so Tallahassee wind damage during either storm fell inside Florida's hurricane period, and a homeowners policy applies its hurricane deductible once per calendar year with the same insurer.

FSU, Gaines Street and Railroad Square
The first May 2024 tornado and the April 2024 floodThe May 10, 2024 EF2 downed trees across the southwest FSU campus, destroyed the Flying High Circus tent, collapsed a construction crane on Gaines Street and severely damaged warehouses and the depot roof at Railroad Square. A month earlier, a downpour of 6 to 10 inches in 6 hours flooded several cars around the FSU campus.

The second May 2024 tornado and 2025 hailThe second EF2 tornado tore through Seminole Manor and Mabry Manor, damaged Sabal Palm Elementary and roofs on at least two FAMU buildings, and hit hardest from Country Club Drive through Indian Head Acres, where NOAA estimated 115 mph winds. Hail 1.5 inches across fell in Indian Head Acres on June 25, 2025.
Killearn Lakes, Killearn Estates and the North Side
EF1 tornadoes in 2020 and 2025On April 7, 2025, an EF1 tornado with 105 mph winds touched down on Bass Bay Drive in Killearn Lakes, knocked trees onto a couple of homes and damaged homes off Buck Point Road. In April 2020 another EF1 ran from just south of North Monroe Street through Killearn Estates and Killearn Acres.

Emily Loop was hit twice in 2024: water rescues in its mobile home neighborhood during the April flood, then falling trees on several homes in its mobile home park during the May tornado.
Roof Code Upgrades
Under Fla. Stat. 553.844(5), a roof built to the 2007 code or later needs only the repaired portion brought to current code, even when 25 percent or more is repaired.

Idalia cut power to about 35% of Leon County residents in 2023, and Helene left roughly 53,000 City of Tallahassee Utility customers without power at its peak.

Pin the NOAA date
Under Fla. Stat. 627.70132, a tornado's date of loss is the date the tornado is verified by NOAA, so we tie the damage to that dated storm record.
Decide hurricane or not
A hurricane warning anywhere in Florida starts the hurricane period under Fla. Stat. 627.4025; a spring tornado outside that window cannot take the hurricane deductible.
Scope the roof
We measure how much of the roof is damaged and apply the 25 percent rule in Fla. Stat. 553.844(5) before the estimate goes in.
Check the roof deductible
If the policy carries a separate roof deductible, Fla. Stat. 627.701 requires its dollar amount on the declarations page or renewal notice, and we check that figure against what the insurer deducted.

When a Tallahassee wind or tree claim comes in short, check three items before anything else: the deductible, the roof scope and the storm.
The deductible used
A hurricane deductible applied to a spring tornado loss, outside any hurricane period, is worth questioning under Fla. Stat. 627.4025.
The roof scope
A patch estimate on a roof where 25 percent or more is damaged should reflect Fla. Stat. 553.844(5); a roof built before the 2007 code does not get that exception.
The second hurricane
If Debby already used part of your 2024 hurricane deductible, Fla. Stat. 627.701 lets the insurer apply to Helene only the greater of what remained or the other-perils deductible, not a fresh hurricane deductible.

A FEMA Registration Does Not Open a Tallahassee Insurance Claim
Of the 8,402 Tallahassee registrations FEMA holds for the May 2024 tornadoes, 2,038 came from registrants who reported homeowners insurance. Registering with FEMA gave none of those insurers notice; each policy needed a claim of its own.
