Why Sarasota Property Owners Bring In a Public Adjuster

The City of Sarasota's floodplain plan records that many residences and businesses were hit by both Helene and Milton. One building then carries two storms and two dates of loss, and each part of the damage has to be tied to one storm's claim.

The flood file shows how each storm's claims closed. Helene produced 3,327 flood claims across Sarasota ZIP codes, and 648 ended without a building payment. Milton produced 1,027, and 497 of those did.

We date each piece of damage to its storm, document it against the National Hurricane Center and NOAA record, and present it to the policy that owes it. Our flood claim and wind damage pages explain how each side of the file is built.

2,498 of Helene's 3,327 flood claims in Sarasota came from Siesta Key's ZIP code.

Sarasota Claims After Two Hurricanes in One Year

Two Florida rules shape a Sarasota file that spans Helene and Milton. Our state page sets out the rest.

One hurricane deductible per calendar year627.701
A personal residential hurricane deductible applies once per calendar year to covered hurricane losses under policies from the same insurer or insurer group. On the second 2024 hurricane, the insurer may apply the greater of the hurricane deductible still unused or the deductible for other perils, and it may ask for records of losses that fell below the deductible.
Each storm keeps its own date of loss627.70132
A hurricane loss is dated to landfall, so Helene and Milton damage run on separate clocks. On policies issued or renewed after December 16, 2022, notice is due within 1 year and any supplemental claim within 18 months. Counted from either 2024 landfall, both windows have closed.

Public Adjuster Help Across Sarasota's Neighborhoods

The keys carry Sarasota's coastal flood exposure, and the creek and bayou neighborhoods inland flood from rain. Here is what the records show for each part of the city.

Siesta Key

Where Milton came ashore

Milton made landfall on Siesta Key, and the key's ZIP code filed 2,498 Helene flood claims and 681 more after Milton, more than any other part of Sarasota. One house there can hold damage from both storms, and each storm's share is claimed on its own date of loss.

Siesta KeyHelene surgeMilton landfall

Lido Key, Bird Key and St. Armands

The bay keys

On June 11, 2024, flood water reached the lowest levels of some St. Armands Circle businesses, and in 2025 the City coordinated with state agencies on a St. Armands flood mitigation project. Its floodplain plan places waterfront homes on Bird Key and Lido Key in A and V flood zones, and Lido Key's three-mile Gulf beach has a record of severe erosion.

Lido KeyBird KeySt. Armands Circle

Phillippi Creek, Pinecraft and the Bayous

Inland rain flooding

Debby's rain led to more than 500 high-water rescues in Sarasota County, across the Pinecraft and Phillippi Creek neighborhoods and along the Myakka River. The City lists Phillippi Creek, Hudson Bayou and Whitaker Bayou as inland watersheds at significant risk of compound flooding, and in 1997 more than 10 inches of rain in the Phillippi Creek Basin flooded about 190 structures.

Sarasota Storm Claims: Public Adjuster, Lawyer or Do It Yourself

When two hurricanes reached the same house, the first question is which storm did what, and evidence answers it.

Insurance Lawyer

When the dispute is legal
  • A lawsuit, a bad faith claim or a fight over what the policy wording means.
  • Disagreement over the amount of damage does not by itself call for one.

Handle It Yourself

One storm, one clear cause
  • Workable on a small loss that only one storm touched.
  • Harder when a flood carrier and a homeowners carrier each assign the damage to the other storm.

Sarasota Losses We Take On, Storm by Storm

Each card rests on a Sarasota record from FEMA, NOAA, the Census Bureau or the City.

Storm

Helene Storm Surge

The National Hurricane Center reports that Helene's surge damaged numerous structures in Sarasota County's coastal areas. FEMA rates 3,100 of the 3,327 Helene flood claims in Sarasota ZIP codes in zone AE and 195 in zone VE. Our flood claim page has more.

Storm

Milton Wind and Roofs

Milton came ashore on Siesta Key as a category 3 hurricane, and Sarasota-Bradenton International Airport recorded a 102 mph gust. Roof and window damage from wind goes on the homeowners or windstorm policy, where section 627.4025 defines the hurricane deductible as the one for loss a hurricane caused.

Regional

Debby Rain Flooding

Debby left 16.98 inches at a Sarasota gauge, the highest total it produced in Florida, and county officials estimated $57.9 million in damage to over 1,000 structures in Sarasota County.

Regional

Street and Storefront Flooding

On June 11, 2024, flood water entered some businesses at their lowest levels on St. Armands Circle, and vehicles were stranded in flooded streets near downtown Sarasota.

Common

Two Storms, One Building

The City's floodplain plan records many residences and businesses hit by both Helene and Milton. Those files turn on dating each repair to one storm and on Florida's once-a-year hurricane deductible. See wind and tornado claims.

Common

Older Homes Under Newer Flood Rules

The City counts about 8,000 structures built before it entered the flood insurance program in 1971, and FEMA's repetitive loss list places 176 properties inside city limits.

Specialty

Flood Files Closed Without a Building Payment

FEMA's file lists 8,672 NFIP claims for Sarasota ZIP codes, and 2,693 ended without a building payment. The reason the carrier gives for a zero building payment is where a review starts.

Our Order of Work on a Sarasota File

Two storms at one address make the order of the work matter.

1

Assign each loss to a storm

Fla. Stat. 627.70132 dates a hurricane loss to landfall, so Helene damage and Milton damage are dated separately even at the same address.

2

Rebuild the storm timeline

We set water lines, roof damage and interior damage against the storm record: Helene's coastal surge, Milton's 102 mph airport gust and Debby's 16.98 inches of rain.

3

Price the repair by storm

The estimate separates what Helene's water did from what Milton's wind did, including code-required work that an early estimate can leave out.

4

Hold the insurer to its deadline

Fla. Stat. 627.70131 gives the insurer 60 days after notice to decide the claim, paid or denied, and we track that date for each storm's claim.

The Florida statutes behind each step are collected on our Florida claim rights page. Owners farther south can use our North Port page, and our Manatee County page covers the county to the north.

Sarasota Public Adjuster FAQ: Helene, Milton and Flood Zones

Where in Sarasota did Helene's flood claims come from?
Siesta Key, by a wide margin. Its ZIP code filed 2,498 of the 3,327 Helene flood claims across Sarasota ZIP codes, about three in every four, and Milton added 681 more there.
How did Hurricane Milton hit Sarasota?
Milton made landfall on Siesta Key at 0030 UTC on October 10, 2024, as a category 3 hurricane. The National Hurricane Center found that any major hurricane winds at the coast were likely confined to a small area near Sarasota and Siesta Key, and Sarasota-Bradenton International Airport recorded a 102 mph gust.
What are Sarasota's flood zones for the 2024 storm claims?
FEMA's file rates 3,100 of the 3,327 Helene flood claims from Sarasota's ZIP codes in zone AE, 195 in zone VE and 23 in zone X, and Milton's 1,027 claims split 918 in AE, 79 in VE and 27 in X. The City of Sarasota has been a Class 5 community in FEMA's Community Rating System since 2022, which the City gives as a 25% NFIP discount, with lower savings outside the mapped floodplain.
Helene and Milton both damaged my Sarasota home. How does the hurricane deductible work?
Under Fla. Stat. 627.701, a personal residential hurricane deductible applies once per calendar year to covered hurricane losses under policies from the same insurer or insurer group. For the later storm, the insurer may apply the greater of the hurricane deductible still unused or the deductible for other perils, and it may require records of earlier losses that fell below the deductible.
How much rain did Debby drop on Sarasota?
The National Hurricane Center recorded 16.98 inches at the HUD-2 Arlington St. gauge in Sarasota County, Debby's highest total in Florida. NOAA's storm event records list over 500 high-water rescues across the Pinecraft and Phillippi Creek neighborhoods and along the Myakka River, which crested at 10.22 feet.
How many Sarasota households registered with FEMA after Milton?
FEMA counts 36,820 valid Milton registrations for Individual Assistance from Sarasota. It flagged 2,551 of those registrations for repairs needed before the home was habitable; 3,140 registrants said they carried flood insurance, and FEMA noted flood damage on 457.
Can I still report Helene or Milton damage in Sarasota?
On policies issued or renewed after December 16, 2022, Fla. Stat. 627.70132 allows 1 year from landfall to give notice and 18 months for a supplemental claim. Counted from either 2024 landfall, both windows have closed, so the work left on a 2024 storm file is inside a claim that was reported in time.
What does a Sarasota public adjuster cost?
On residential and condominium unit owner policies, Florida sets the ceiling in section 626.854: ten percent when the claim follows a Governor's state of emergency and is made within a year of that declaration, and twenty percent on a claim with no declared emergency behind it or made after that year. A Sarasota owner pays no upfront fee; the fee is a percentage of what the insurer pays.

A Sarasota Claim Came Back Short After Helene or Milton. Start Here.

On a two-storm Sarasota file, begin with which storm the carrier assigned each item of damage to.

1

Read the storm on each line

Check whether the adjuster dated each repair to Helene or to Milton. Of Milton's 1,027 flood claims in Sarasota ZIP codes, 497 ended without any building payment.

2

Check the deductible math

Under section 627.701, a residential hurricane deductible runs once per calendar year with the same insurer or insurer group, so a full second hurricane deductible on a Milton claim is worth checking against what Helene already absorbed.

3

Compare the damage with the record

Helene's surge, Milton's wind and the June and August 2024 rain floods each left a different pattern, and the storm record decides which carrier owes which repair.

Send us the carrier's letter and your declarations page, and we will say which of these applies. Book a free claim review.

FEMA Help and Insurance Claims Run Separately

Individual Assistance from FEMA and an insurance policy are separate programs. After Helene, 1,256 of Sarasota's 8,140 registrations showed flood damage in FEMA's records, and after Milton 3,140 Sarasota registrants said they carried flood insurance.

Registering with FEMA is one step and reporting the loss to your insurer is another. The hurricane claim page walks through the insurance side.
