Shoreline Public Adjusters - Wisconsin Insurance Help

On April 14, 2026, a trained spotter photographed 4-inch hail east of Maple Bluff, and 3.25-inch stones fell on Madison's east side. Wisconsin law sets rules for the contractors who repair that kind of damage, and flood insurance sets tight limits on what it pays in a basement.

Get Help With Your Madison Insurance Claim

After a Madison Hailstorm, Read the Roofing Contract Before the Claim

Wisconsin regulates the contractors who repair storm damage. A residential contractor working on a one- or two-family home may not offer to cover any part of your insurance deductible, whether in person or in an ad.

Before you sign, the contractor also has to give you a written statement asking whether the job is tied to an insurance claim, with a cancellation form attached. If your insurer then denies the claim in whole or in part, you have until the end of the third business day after its written notice to cancel.

We document the roof for the insurer and leave the repair choice to you. Our hail damage claims page covers roof inspection.

Spotters reported hail of 2.5 inches or larger in Maple Bluff, Middleton and Cottage Grove on April 14, 2026.

Two Rules That Change a Madison Hail or Basement Claim

One is Wisconsin law on storm-repair contracts; the other is the federal Standard Flood Insurance Policy. The Wisconsin page covers the rest.

Your right to cancel a storm-repair contract100.65
On a one- or two-family home, you can cancel a roof or exterior repair contract that insurance is paying for until the end of the third business day after your insurer's written notice that it denied the claim in whole or in part. Mail or hand the contractor written notice; payments and deposits come back within 10 days, less emergency work you approved in writing. The contractor also may not offer to pay your deductible.
What flood insurance pays below ground44 CFR 61
The Standard Flood Insurance Policy treats any area with its floor below ground level on all sides as a basement, in every flood zone. There, building coverage is limited to listed items such as furnaces, water heaters, sump pumps, electrical boxes and unfinished drywall, and contents coverage to washers, dryers, freezers and the food in them, plus portable air conditioners.

Where Madison Storms Have Hit: the East Side, the Isthmus and the West Side

Hail on the east side, lake water on the isthmus and creek flooding to the west each have a NOAA record.

Maple Bluff, the East Side and Cottage Grove

The April 2026 hail core

Spotters on April 14, 2026 reported 3-inch hail near Maple Bluff, 2.75-inch hail in the village and 3.5- and 4-inch stones to its east, with 2.5-inch hail in Cottage Grove. In October 2023, 1.5-inch hail dented cars on Madison's east side.

The Isthmus, Washington Avenue and the Yahara River

Lake and street flooding

Record high water on Lake Mendota and Lake Monona in August 2018 flooded sections of the isthmus for more than a week, much of it near the Yahara River, and closed streets, bike paths and parks. In October 2019, people sat on top of their cars during street flooding on Washington Avenue.

The West Side, Shorewood Hills and Middleton

Creek flooding and wind

The August 20, 2018 flash flood brought over 50 water rescues across Middleton, Verona and Madison's west side, and 70 homes in Shorewood Hills had water damage. In May 2024 a 4-foot-diameter oak came down on Old Sauk Road, and on April 14, 2026 spotters reported 2.5-inch hail in Middleton.

Who Handles a Madison Claim: Public Adjuster, Lawyer or You

After a Madison hailstorm the roofer, the insurer's adjuster and a lawyer each play a different part, and Wisconsin law keeps the roofer out of the negotiation.

Lawyer

For a lawsuit
  • Brings a lawsuit when a coverage dispute cannot be settled.
  • Useful once a written denial arrives and negotiation has stopped.

You

A small, clear loss
  • Reasonable for a few cracked shingles with an obvious hail date.
  • A basement loss is harder: the flood policy's covered-item list decides what gets paid.

Madison Claim Types on Record

Every card below points to a dated NOAA or FEMA entry for Madison or Dane County.

Storm

Hail

April 14, 2026 brought 4-inch hail east of Maple Bluff, and in September 2016 hail up to 2 inches damaged a home's roof and siding near Middleton. Our hail damage claims page covers roof inspection.

Storm

Wind and Fallen Trees

The night before the April 2026 hail, wind blew an AC unit off a hotel roof near the Alliant Energy Center. A 2017 EF0 tornado damaged or destroyed about 200 trees in Madison, and some fell onto homes. The wind and tornado claims page has more.

Regional

Basement Flooding

Of 535 Madison FEMA registrations after the 2018 flooding, 309 listed the basement as the high-water location and 8 reported flood insurance. Coverage differences are on our water damage and flood claims page.

Common

Frozen Pipes

The cold of late December 2017 into January 2018 burst pipes in four Dane County businesses and two apartments, and more than a dozen water mains broke in Madison.

Our Process on a Madison Hail or Water Claim

Storm date, contract, water route, then the fee.

1

Match the damage to a storm day

NOAA logs the April 13, 2026 wind and the April 14 hail as separate records, so we tie each dent, missing shingle or fallen limb to one of those dates.

2

Review any roofing contract

If you already signed, we check for the Wis. Stat. 100.65 insurance statement and cancellation form before the insurer's decision arrives.

3

Trace the basement water

The flood policy's definition covers overflowing inland water or rapid runoff that inundates two or more acres or two or more properties; if the water fits, its basement list decides which items it pays for.

4

Confirm the fee limit

Executive Order 289 made the storms from April 13, 2026 a statewide emergency, which brings the 10 percent ceiling in Wis. Stat. 629.05 into play for claims those storms caused.

Wisconsin's claim statutes are summarized on the Wisconsin page. For southeast Wisconsin, see Milwaukee.

Madison WI Public Adjuster FAQ: Hail, Roofers and Basements

How big was the hail in Madison on April 14, 2026?
NOAA's storm record lists 4-inch hail east of Maple Bluff, confirmed by a spotter's photograph, plus 3.5-inch hail east of the village, 3.25-inch hail on Madison's east side and 2.5-inch hail in Middleton and Cottage Grove.
Can a Madison roofer offer to pay my insurance deductible?
No. Wis. Stat. 100.65 bars a residential contractor from promising to pay or rebate any part of a property insurance deductible to win a roof or exterior repair contract, and that includes advertising.
Can I cancel a roofing contract if my insurer denies the hail claim?
Yes, on a one- or two-family home when insurance is paying for the work. Wis. Stat. 100.65 lets you cancel until the end of the third business day after the insurer's written denial, in whole or in part, and the contractor must return payments within 10 days, less emergency work you approved in writing.
Does flood insurance cover a finished basement in Madison?
Only partly. The Standard Flood Insurance Policy limits basement building coverage to listed items such as furnaces, water heaters, sump pumps and unfinished drywall, and contents to washers, dryers, freezers and food. After the 2018 flooding, 309 of 535 Madison FEMA registrations recorded basement water.
What did FEMA record for Madison after the 2018 flooding?
FEMA holds 535 valid Madison registrations for disaster 4402: 450 from owners and 78 from renters. Only 8 reported flood insurance, and 164 required habitability repairs.
What flooded on the Madison isthmus in 2018?
Lake Mendota and Lake Monona hit record levels in late August 2018. NOAA records sustained flooding on sections of the isthmus, much of it near the Yahara River, with streets, bike paths, parks, boat launches and piers closed.
What does a Madison WI public adjuster cost?
No upfront fee; it comes out of what the insurer pays. Wis. Stat. 629.05 forbids demanding it sooner and caps it at 10 percent of recovery when the President or Governor has declared an emergency for the event, as Executive Order 289 did starting April 13, 2026.
How many Dane County homes did the August 2018 flood damage?
NOAA's record rates 302 Dane County homes as major damage, 857 with minor damage, 380 affected and 5 destroyed, with Cross Plains, Black Earth, Mazomanie, Middleton and Madison's west side hit hardest.

Madison Hail or Basement Claim Denied? Three Places to Look

Check three things on a Madison denial before replying to the insurer: the storm date, any contract you signed and the basement.

1

The storm date on the letter

Compare it with NOAA's record: wind on the night of April 13, 2026, hail on the afternoon of April 14.

2

The three-day window

A written denial starts the Wis. Stat. 100.65 clock to cancel a storm-repair contract on a one- or two-family home, and it runs to the end of the third business day.

3

The basement item list

If a flood policy paid less than you expected, match each denied item against the policy's basement list: furnace, water heater, sump pump, electrical boxes, washer, dryer, freezer.

Send the denial, any roofing contract and your declarations page. We'll tell you where the claim stands. Start with a free claim review.

In 2018, Few Madison Basements Had Flood Coverage

FEMA's 2018 flood records hold 535 Madison registrations; 309 marked the water in the basement, yet only 8 registrants reported a flood policy. The NFIP claims data lists 85 Dane County flood insurance claims for 2018.

A homeowners policy and a flood policy split basement water differently; the water damage and flood claims page explains the split.
